The Congress of Vienna set the terms of the
peace settlement that ended twenty years of war against France.
It established
the framework of a balance of power between the major European
states that lasted, in broad terms, until 1914. In Vienna,
and at subsequent congresses, measures to fend off liberal
and nationalist attacks on the socio-political conservative status
quo were initiated. In the short run, many of the administrative
institutions and political practices of the Old Regime were
restored and protected by international military interventions.
